The Recreation Ground Car Park

There are a number of Pay and Display parking spaces available for staff and students and visitors at the Swansea Council run Recreation Ground to the east of Singleton Park Campus (around a 5 minute walk). If you hold an eligible student or staff parking permit, you can park here for free. Out of Hours permit holders cannot use it to park for free at this location. If you do not hold a permit, you need to pay and display.

The Pub on The Pond Car Park

There are a number of Pay and Display parking spaces available for use at The Pub on The Pond to the west of campus (about a 2 minute walk). Staff and student parking permits are not valid for this car park - you will need to pay and display if you park here.

Fabian Way Park and Ride

We encourage staff and students who have to drive to University to make use of the Fabian Way secure “safer by design” Park and Ride facility.

A free shuttle bus for Swansea University staff and students, operated by South Wales Transport, will run every 15 minutes during peak times between the Fabian Way Park and Ride and the Bay Campus, directly and on a loop.

This will supplement the existing First Cymru 92 service which will continue to operate as it does currently (charges apply via tap on tap off). There is a £1 charge to park at the Fabian Way Park and Ride.

First Cymru's 92 service picks up and drops off to Bay Campus, Monday to Friday from 08:18 to 17:18

The 92 return service from Bay Campus to the Park & Ride facility runs from 08:41 to 17:41.

If you prefer not to take the bus, you can pick up a Swansea University Cycles from the Park & Ride and dock it at the Bay Campus hub.

How much does it cost to use Fabian Way Park and Ride?

During term time it costs £1 to park at the Park & Ride facility.

A number of student permits will be available subject to the application of strict eligibility criteria in line with medical reasons or excess travel needs (Please note that we currently have provision for excess travel requirements at Singleton Campus). Please note that student permit numbers are extremely limited and an applicable fee is payable upon completion.

Students eligible for a permit include:

• Students holding a bona fide disabled person badge (Blue Badge) may apply for a parking permit and park in any marked parking bays. 

• Students with a temporary mobility impairment will be considered for a permit subject to the submission of dated medical evidence from an appropriate medical professional. Please contact estates-carparking@swansea.ac.uk for more information.

• Students with pre-school aged children in the Swansea University crèche will be issued a permit subject to full supporting documentation from the crèche management. The permit will only be valid for the days when the child/children are in crèche.

Can I apply for an overnight out of hours permit?

• Overnight student permits are available subject to an admin fee of £30 for those wishing to bring their vehicles onto campus between 4pm and 8am Monday to Thursday and 4pm Friday through to 8am Monday.

Which Car Parks are permits valid in?

Permits may be valid for different areas across the University so if you hold a permit, please check the permit details on the application form to see what location and time restrictions apply. However, permit holders are not eligible to park in the below areas:

• Visitor Car Parks at the Bay Campus and Singleton Campus (car park no. 1) 
• SSSI Car Park at Bay Campus
• Wales National Pool and Sports Centre Pay & Display Car Park
• Pub on the Pond
• NRW owned carpark at the Faraday Building
• Spaces specifically designated for other users, including disabled bays (Blue Badge permit holders only) and carshare bays

Parking permits are valid between:

• 1^st June until 31^st May for staff
• 30^th September until 30^th September for students

1. All permits are issued subject to the applicant agreeing to comply with the car parking regulations and conditions of issue of the University and may be withdrawn by the Director of Estates and Campus Services Management in certain circumstances.
2. Possession of a permit does not guarantee a parking space.
3. All vehicles MUST be taxed, MOT’d and have a valid insurance policy in respect of their use before any permit will be issued. A check process is in place via www.gov.uk/check-vehicle-tax. 
4. Staff permit holders must access their permit online and update their permit with any changes to their vehicles so that the information can be loaded onto the ANPR camera database. Failure to do this will result in the automatic issue of a Parking Charge when the vehicle is brought onto any of our campuses.
5. In order to encourage the use of low emissions vehicles, providing ALL vehicles registered on a permit qualify, staff will be entitled to a 30% discount. Qualifying Criteria: All Vehicle(s) CO₂ emissions must be under 120g/km.  Staff Low Emission permit holders must inform Estates-carparking@swansea.ac.uk  of any change in vehicle details so that the information can be loaded onto the ANPR camera database. Failure to do this will result in the automatic issue of a Parking Charge Notice when the vehicle is brought onto any of our campuses
6. Permits should be prominently displayed on the windscreen to enable University Security staff to see the permit easily and conduct checks. Note that the ANPR cameras read registration numbers only and do not identify permits.
7. Overnight permits for students will be issued subject to an admin fee of £30. This grants access to Singleton and Bay Campus between the hours of 1600 – 0800 hrs Monday to Friday and over the weekend from 1600 hrs Friday to 0800hrs Monday. Out of hour permits are enforced across both Bay and Singleton Campus. Note that vehicles with overnight permits are not allowed to stay on campus Monday to Friday 0800hrs to 1600hrs whether on payment or otherwise. Vehicles doing so will automatically be issued with a parking charge via automatic number plate reading cameras.
8. Users of the University car parks are required to comply with the directions of University Security. Security has strict instructions to prohibit entry of any car without a parking permit, even though the driver is known to be an authorised user. Note that the permit is for the staff member who has applied for a parking permit and is not transferrable to others.
9. Road signs and markings shall have the meaning assigned to them by virtue of the Road Traffic Acts and must be complied with.
10. Failure to comply with the regulations and conditions of issue shall render the owner/driver liable to receive a charge notice.
11. Any unauthorised vehicle parked on university property, or any authorised vehicle parked in an unauthorised place, shall have a charge notice placed on it.
12. A charge notice will be issued for noncompliance of the parking regulations and conditions of issue as follows:

• Not parking in a marked bay or wholly within a marked bay.
• A permit is displayed in a vehicle not registered to the permit holder.
• The permit is not valid for the day / time the vehicle is parked whether on payment or otherwise.
• More than one vehicle registered to a car share group or permit is found in any of the University Car Parks
• Not displaying a valid permit, or not having paid to park.
• Overstaying permitted time in a Short Stay Car Park or Loading Bay/Space
• Expiry of a Temporary Notice
• Parking in unauthorised areas including but not limited to:

a. Yellowed lined roads.

b. Hatched areas.

c. Reserved parking areas (temporary or permanent).

d. No parking zones.

e. Disabled bays (unless displaying a valid badge).

f. Lawns or landscaped areas.

g. Pavements or footpaths.

h. Grass verges.

i. Visitors Car Park –Car Park 1 / Visitors Car Park and SSSI car park at the Bay Campus.

j. Any other area which is likely to cause a danger or nuisance to others.

NOTE parking for permit holders ‘may’ be permitted in restricted areas subject to approval and the express permission of security, providing no danger or obstruction is caused. Vehicles parked with permission will have a temporary exemption permit issued by security showing vehicle index and the date and times of the permission. This must be prominently displayed next to the staff permit.

14. Owners of vehicles that receive a charge notice will be liable to pay the charge directly to the Car Parking Management Company. Details of charges and payment options are on the charge notice. Vehicles left with a charge notice for 24 hours will be reissued with a further notice for each 24 hours until the vehicle is removed.  Vehicles left for more than 7 days will be issued with a 7 days’ notice of removal after which time the vehicle will be disposed of at the owner’s expense.

15. Charge notices for vehicles parking without permits will automatically be generated by the ANPR camera system where the vehicle has not paid to park. Sufficient time is allowed by the system for drop offs and pick-ups.

16. Repeated offences may be referred to the Director of Estates and Campus Services and the permit revoked.

17. Failure to comply with permanent or temporary road signs or traffic directions given by Security will result in the matter being referred to the Director of Estates and Campus Services Management and the permit may be revoked.

18. New applications for permits will be rejected where the applicant has outstanding parking charge notice fees until those fees are settled with the Car Parking Company.

19. Swansea University and its servants and agents, accept no liability for the loss of or damage to motor vehicles and/or their contents, or for personal injury, loss or damage sustained by the driver and/or passengers in or about any such vehicles within university grounds, unless it is proved to be caused by the negligence, wilful act or default of the University, its servants or agents.

20. Any change of vehicle will also require the permit holder to amend their vehicle details. Please access your permit online for instructions as to how to do this or contact estates-carparking@swansea.ac.uk for more details.

21. Motorcycles do not require Parking Permits to park on campus but MUST NOT be parked in a car-parking bay. There are numerous locations on the Bay and Singleton campus where motorcycles can be parked.

22. A £5.00 admin charge will apply in the event that you need to replace a lost or damaged permit.

23. Failure to comply with permanent or temporary road signs or traffic directions given by Security will result in the matter being referred to the Director of Estates and Campus Services and the permit may be revoked. This also applies where the standard of driving falls well below the standard expected of a competent and careful driver, including speeding or being careless / driving dangerously in pedestrianised areas on the Singleton/Bay campus.

24. NOTE: Car Parking Permits are issued only to applicants who accept these conditions. Parking Permits are for use by the applicant only.

Swansea University operate a Car Parking Management Scheme which is administered by Total Parking Solutions in order to control unauthorised vehicular access and inappropriate parking.  Providing such control is essential to ensure that the campus functions safely and efficiently and helps to provide improved security, access and availability for permit holders.

The scheme is administered by Total Parking Solutions.

A charge notice will be issued for non compliance of the parking regulations and conditions of issue as follows:

• Not parking in a marked bay or wholly within a marked bay
• Parking in a car share bay without the relevant permit or not in accordance with the conditions of use. Each car share syndicate will be allocated a numbered bay. Vehicles in the car share MUST only use their allocated numbered bay. If the bay is not occupied after 10am Mon – Fri the bay becomes free for use by other permit holders.
• More than one vehicle registered to a car share group or permit is found in any of the University Car Parks
• A permit is displayed in a vehicle not registered to the permit holder
• The permit is not valid for the day / time the vehicle is parked
• Not displaying a valid permit, or not having paid to park
• Overstaying permitted time in a Short Stay Car Park or Loading Bay/Space
• Expiry of Temporary Notice
• Parking in unauthorised areas including but not limited to:
• Yellowed lined roads
• Hatched areas
• Reserved parking areas (temporary or permanent)
• No parking zones
• Disabled bays (unless displaying a valid badge)
• Lawns, verges or landscaped areas
• Pavements or footpaths
• Visitors Car Park (No.1) at Singleton, Visitors Car Park and SSSI car park at the Bay Campus.
• Any other area which is likely to cause a danger, obstruction or nuisance to others

 Failure to comply with the parking terms of use results in a fixed penalty charge notice being issued at £60 (reduced to £30 if paid within 14 days).

If the vehicle is not removed within 24 hours of the issue of the charge notice then a further notice may be issued and subsequently for each 24 hours.  Vehicles left for more than 7 days will be issued with a 7 day notice of removal after which time the vehicle may be disposed of at the owner’s expense.

Total Parking Solutions obtain the name and address of the registered keeper of a vehicle from the DVLA.

Instructions for Payment

Payment for this Parking Charge Notice must be received within 28 days of the date of issue. The reduced amount will only be accepted if received within 14 days from the date of issue.

Appeals

Representations objecting to the issue of the Parking Charge Notice must be made within 28 days from the date of the Parking Charge Notice. Appeals should be made direct to Total Parking Solutions – they will respond to the appeal, involving the University’s Estates and Campus Services Directorate where required.
